Dylan brings knowledge and experience from nearly every aspect of the legislative and regulatory arenas. As Chief of Staff, he led the office of the Virginia Senator who then served as Chairman of the Virginia Senate Transportation Committee and the Virginia Joint Commission on Health Care. Dylan also helped to craft the Virginia regulatory framework for transportation network companies like Uber and Lyft at the Department of Motor Vehicles.

Dylan regularly lobbies the Virginia General Assembly and state agencies on behalf a diverse group of business interests and trade associations. He is also known for his experience in managing matters involving gaming, controlled substances, heavy construction, and state employees.

Dylan was awarded the Commonwealth of Virginia’s Pinnacle Award for “TNC Study, Legislation, and Implementation” by Governor Terrence R. McAuliffe.

Infrastructure & Public Transit

Carter is a trusted voice for companies operating in the public sector, offering expertise essential for large-scale funding and operational agreements. He has successfully represented major stakeholders before institutions like the Metropolitan Washington Airports Authority (MWAA), the Washington Metropolitan Area Transit Authority (WMATA), and the Northern Virginia Transportation Authority (NVTA).

His track record includes foundational successes, such as assisting in the procurement of the $9 billion Airports Use Agreement and Premises Lease for MWAA—an agreement that established the long-term financial stability and operational framework for both Dulles International and Reagan National Airports. Furthermore, Carter played a pivotal role at WMATA, where he procured $160 million in the Commonwealth’s budget, a critical funding measure essential to maintaining the transit authority’s solvency and preventing a regional public transportation crisis.

His counsel for organizations like the Associated General Contractors and AAA, has enabled successful navigation of large-scale project approvals and transportation policy.

Energy, Utilities, & Data Centers

Carter’s deep command of energy and environmental regulation makes him a trusted advisor in the clean energy transition and critical data infrastructure space. His client portfolio has included pioneering initiatives for a privately-owned, utility-scale solar company and the Coalition for Community Solar Access (CCSA). For the CCSA, Carter assisted with the expansion of the existing 200 MW shared solar program by 150 MW, an effort that significantly increased access to clean, renewable energy for businesses and residents across Virginia and generated substantial development opportunities in the utility sector. He has also advised the American Fuel and Petrochemical Manufacturers (AFPM) and managed mission-critical site approvals for operators like Cloud HQ.

Healthcare & Life Sciences

Bridging the gap between the private sector and complex public health systems, Carter has managed regulatory affairs and policy initiatives for global innovators like Novo Nordisk and critical institutions such as the Children’s National Medical Center, ensuring continuity of care and a favorable policy environment for medical advancement.
